Flexible Learning Toolboxes - Series 10 ***Tender closed***

Tender No. 01/01-07

Tenders are requested from vocational and technical education (VTE) organisations suitably qualified to act as Lead Agent in the development of e-learning resources (Flexible Learning Toolboxes).

Toolbox resources are defined as a collection of web-based learning objects and other materials (including teaching guides and technical guides) developed to support online training in an industry area.

Tenders must be lodged by Noon (Australian Eastern Daylight Time) Friday 16 February 2007.

Selection of projects is managed by members of the Flexible Learning Toolboxes Reference Group and advised by participating Industry Skills Councils (ISCs).

Where the Lead Agent does not have relevant Scope of Registration status, their consortium partner(s) must include an RTO with Scope of Registration in the subject matter of the intended Toolbox project. This RTO is expected to have a strong role in the project.

The Series 10 workshop is scheduled for April 26th and 27th, not May. We apologise for this error.

Tender queries and responses

Q1. We are interested in developing under the Health Services area but can't find the Training Package required under NTIS.

Not all new TPs will be available from NTIS if they are not yet ready to upload. Contact the relevant Skills Council who will pass on the necessary information.

Q2. The Water Industry Traingin Package has just been released. Our scope of registration is pending - is that acceptable?

Yes. Please note that your registration is still pending in your tender application.

Q3. Are the Aboriginal Health units available for the RFT?

No. Both qualifications are being withdrawn from the tender as the comptencies are not available during the tender period.

Q4. Is the amount available for development quoted in the RFT for the total project or for each unit?

The range of $100,000 to $200,000 applies to the total budget available for each project.

Q5. Is the development limit of 300 nominal hours the online hours developed or the hours of the unit of competency?

The 300 nominal hours refers to the online hours developed.

Q6.
a) Can we be guided by the Victorian nominal hours for B&C as the competencies are still in draft form?
b) Are industry areas weighed against each other in the selection process?

a) Yes.
b) Each tender is considered on its technical, educational design and value for money. Industry areas are treated equally.

Q7. In the priority area Tourism, Hospitality & Events it notes 'Update Series 1 Tourism & Hospitality' - can you expalin this?

Tourism and Hospitality AQF II & III was previously developed as a Toolbox in Series 1. If a new product was developed for Series 10 we would remove the old product. You may use the old content if it is relevant to the new training package.

Q8. Have both Health training package qualifications have been withdrawn?

Yes.

Q9. If there are 2 different qualifications under one training package, can units be selected from each one? Can this be in one submission or do we need to put in a submission for each qualification?

Industry Skills Councils should be approached and will advise as to the suitability of developing together the selected units from different qualifications. In some instances this may be a suitable option, but developers need to be guided by ISC advice. If suitable, one submission can be made to include the units from both qualifications.

Q10. How will we know about a TP that hasn't been set and what the nominal hours will be?

You need to speak with the ISC who will have that information.

Q11. Is the summary to be attached just the table at attachment A, or the table plus a summary of the contents of the tender?

The summary is the table at Attachment A. The sections following are what will be responded to within the contents of the tender and do not need to be summarised and repeated.

Q12. How much content will we be able to develop? How many units are standard for Toolbox development?

Content normally covers an average of 2 to 5 units, depending on the size of the units and how much content is to be developed. A guide to what has previously been developed can be seen on the Toolbox preview site.

Q13. Can you please clarify which version of the Retail training package I should use.

The training package is listed in the tender. Please contact the ISC for a draft.

Q14. I have talked to the ISC for Water and they have agreed on a different combination of units other than those listed in the tender.

Please be advised by the ISC.

Q15. Can we submit 2 tenders in different areas?

Yes you can submit 2 tenders. Traditionally the Reference group will only allocate one propject to an organisation. Each tender is evaluated on its merits with each industry area considered equally. The decision to submit more than one tender is at the discretion of each tenderer.
