Toolbox Repackaging project (E- Learning Resources Development)

Request for Tenders

Tender No. 06/05-05

Tenders are now invited from suitably qualified organisations for the 2005 Toolbox Repackaging project within the Australian Flexible Learning Framework (Framework).

This Request for Tender calls for a contractor to disaggregate e-learning resources (Flexible Learning Toolboxes) into SCORM 1.2 compliant learning objects for the national Vocational Education and Training (VET) sector.

Toolboxes are a major e-learning initiative of the Framework. They support training in a wide range of industries and qualifications including Frontline Management, Training and Assessment, Public Service and Security Operations.

Both experienced Toolbox developers and organisations new to Toolboxes are invited to apply.

Tenders must be lodged by Noon (Australian Eastern Daylight Time) Tuesday 21 June 2005.

Tender Questions

1. Can we use a software publishing tool to repackage the materials?

We need to consider public access in this project- as well as maintenance.
It is important that the end users are able to customise the learning objects they download without having to pay for or to access proprietary soft ware.

2. What is the size of the Toolboxes?

The approximate size of the following Toolboxes are:

Series 5
501 On Your Guard: approx. 450 html pages and 50 Flash movies
514 Developing people in Government: approx. 700 html pages and 50 Flash movies
516 Deadly Jam: approx. 200 html pages and 60 Flash movies

Series 6
601 Frontline Management: approx. 600 html pages and 35 Flash movies
603 Financial Services: approx. 1300 html pages and 53 Flash movies
607 Training and Assessment: approx. 1000 html pages and 60 Flash movies.

3. What are the technical specification of the legacy products?

You can find the specifications on the Guidelines & Reports section of our website for Series 5 and 6 as well as the current guidelines for Series 8 developers.

4. Do we need to tender for all the listed Toolboxes?

While we are interested in getting one supplier to undertake this project we realise that this may not be possible in the timeframe. So we would like organisations to submit according to their capacity. We then have the opportunity to split the project between organisations if required.

5. Do you want the learning objects to be at unit level or for Toolboxes to be disaggregated even further?

We have asked for an instructional designer to be included in the project so that they can identify any content that will be really valuable for the VET sector. So while it is expected that the Toolboxes will have competency sized learning objects, some content may also be packaged at task/activity level. It is expected that this will be subject to dialogue with the successful developers.

6. Do we need to be an RTO to submit a tender?

No you don’t need to be an RTO. Section 1.3 outlines Eligibility to Apply. The template on page 20 is incorrect in suggesting that you need to be an RTO.
