Indigenous Australian Delivery Trials of Flexible Learning Toolboxes (November 2005)
The Indigenous Australian delivery trials of Flexible Learning Toolboxes (Toolboxes) were conducted in a range of geographical locations, diverse educational settings and with students of different ages, cultural backgrounds and language groups. The four locations were selected to gain insight into e-learning with Toolboxes in widely different Indigenous training contexts.

This presentation provides an overview of 2005 research activities being conducted by the Quality e-Learning Resources project (internally) and in collaboration with TAFE partners. Research activities include investigating SCORM 2004 and Toolboxes and the pedagogy of Learning objects.

Toolbox finalist at Victorian Training Awards
The Series 5 Equity Toolbox “Where’s the party at?” - developed by Swinburne University of Technology(TAFE) with FinPa New Media - was recently announced as a finalist in the 2005 Victorian Training Awards.
“Where’s the party at?” was nominated in the Training Initiative of the Year category.
The judges were looking for excellence and innovation in the development and/or delivery of a leading edge initiative, program or product for the purpose of vocational education and training.
While “Where’s the party at?” was not the winner in the end, the Swinburne/FinPa team was thrilled to have been short listed in the last three.
This is the 2nd award that “Where’s the party at?” has been nominated for and short listed as a finalist. In February 2005 “Where’s the party at?” was also a finalist in the “Best learning” category in the Australian Interactive Media Industry Association (AIMIA) awards.

Celebrating NAIDOC week
NAIDOC
celebrations are held around Australia in the first full week in July to celebrate
the history, culture and achievements of Aboriginal and Torres Strait Islander
people.
There are six Toolboxes specially designed for Indigenous learners. These products have been developed with the input of Indigenous representatives to ensure that they meet the needs of learners and communities.
The Deadly Jam Toolbox allows learners to explore the highly competitive music industry – covering a range of subjects from playing the guitar to managing a concert. As in most industries, talent, training and formal qualifications will help young music professionals stand out from the pack.

Cultural Resource Management uses a virtual
interface to allow learners to explore a variety of physical heritage sites
that contain features common to sites throughout Australia. Learners pan across
landscape images, zoom in on selected items of interest and rotate artefacts.
Male and female Aboriginal guides, support the learning experience.
Building Skills uses the scenario of building a bush kitchen to introduce learners to basic building skills including concreting, levelling, installing doors and measurements.
Horticulture for Indigenous Learners creates a fictitious horticultural setting that includes a garden area, a Meeting Place, a nursery, a machinery shed and a lunchroom. Learners are presented with practical situations and problems found in the workplace.
Learning about Native Title is an award winning Toolbox which follows the experience of the Yarralang community (a fictitious Australian Indigenous community) as they work through the processes involved in preparing, lodging and finalising an application for recognition of their native title rights and interests. Learners adopt the role of one of the community members.
The Indigenous Ecotourism Toolbox can be used by Indigenous people or communities to develop an Indigenous ecotourism plan. As learners work through the contents of the Toolbox, they progressively develop an ecotourism plan, and acquire the skills required to work in the tourism industry.

Implementing e-learning in Enterprises
In 2004, the Quality e-Learning Resources Project conducted an Enterprise Trial of Toolboxes. It aimed to provide a number of businesses with an opportunity to implement a Toolbox within a training program under supported conditions, and to capture their experience. Feedback from the Trial is now helping to improve e-learning professional development and support for industry and businesses.

Developing Quality Online Materials: The flexible learning Toolbox experience
Since 1999, the Flexible Learning Toolbox initiative has been the model for a nationally co-ordinated approach in the development of online materials. The large scale and high profile of the Toolbox initiative provides an exemplar for the study of practice in the management and development of quality e-learning resources. A continuous improvement cycle has seen each series of Toolbox development build on the knowledge and understandings of previous Toolbox development and usage.
In October 2003, the Steering Group for the Resources for Teaching, Learning and Assessment Program requested that the learnings from the Toolbox experience (1999 to 2004) be documented and made available for the VET system.
As a result, this document has been developed to capture the knowledge, experiences, tools and techniques that have arisen from the Flexible Learning Toolbox initiative.

Congratulations Toolbox Teams
The Quality e-Learning Resources Project (QELR) is pleased to announce the successful tenders for Flexible Learning Toolboxes 2005.
Tenders were recently awarded to development teams for the eighth series of Flexible Learning Toolboxes. This exciting new series of Toolboxes are in industry areas not previously covered such as; Horse/Greyhound Racing, Furniture Making and Design, Aeroskills, Fitness, Event Management and Indigenous Cultural Awareness.
QELR would like to thank all tenderers for their hard work in the preparation of tender submissions. The successful tenders for 2005 are:

Following an Induction workshop the teams have just met their second project milestone in the submission of their Proof of concepts (PoC), where they submit a prototype of the Toolbox. The PoC is reviewed against the following 11 criteria:
- usable interface design
- motivational qualities
- the quality of the learning design
- the scope and nature of the content resources
- provision for support, communication and collaboration
- technical requirements
- ease of use by teachers/ trainers
- suitability of content
- appropriateness of assessment strategies
- suitability of level for the target audience
- considerations for language, literacy and numeracy.
Teams will have a progress review at mid-term and all Toolboxes undergo a series of usability and accessibility tests to meet project requirements before their release. The final Toolbox products are expected to be available for sale in Dec 2005.

Strong sales for new Training and Assessment Toolbox
The new Training and Assessment Toolbox supporting Cert. IV of Training and Assessment was released late last year and is already generating a lot of interest amongst both private and public RTO’s.
The Toolbox is based on ‘Optimal Learning Solutions’ (OLS) a fictional training and assessment organisation. Learners become employees of OLS and undertake a range of realistic training and assessment activities for a range of government, private and industry organisations.
Louise Housden (TAA Project Manager) comments ‘It is ideal for VET trainers and assessors requiring professional development in specific skill areas such as design, delivery or assessment, and could also be used as part of an induction process for new VET staff’.
The Toolbox supports the core units required for Cert IV and one elective. It has been designed for use in both classroom and work-based settings either online, print-based or in face-to-face/blended learning situations.
Different
learning pathways and levels of support within the Toolbox allow the learner
to choose how much content they need to work through, depending on their individual
needs, and the Trainers' Guide offers suggested delivery strategies for the
facilitator to encourage higher level and/or collaborative learning opportunities.
Trainers using the Toolbox can create workplace projects for their learners or use the OLS ‘workplace’ projects which are designed to provide authentic learning experiences.

A new series of Toolboxes
The latest series of Flexible Learning Toolboxes were off to a flying start at the Series 8 Induction workshop on March 22nd and 23rd.
The proposed Toolboxes are in industry areas not previously covered:
- Horse/Greyhound racing
- Furniture
- Aeroskills
- Fitness
- Event Management
- Indigenous cultural awareness.
Toolbox
developers attended a 2 day workshop in Melbourne to commence work on the
Toolbox project. A number of guest speakers shared their expertise with the
developers. Ian Kenny (West One Services) gave tips on designing for learning
objects, Natalie Kirchner (Accessing Testing Centre) provided advice on quality
assurance and Josh Smith (e-Works) demonstrated software tools Reload and
ADL test suite.
Developers were also given an opportunity to refine their Toolbox designs with input from the Edith Cowan University mentoring team headed by Dr Ron Oliver, renowned expert on e-learning.

Tenders are requested from organisations suitably experienced to provide and coordinate a national mentoring service to teams developing e-learning resources (Flexible Learning Toolboxes).
The mentor’s primary role is to provide advice to Toolbox development teams in relation to seeking ways to maximise the level of learner engagement, identifying opportunities for communication and collaboration, and making effective use of web technologies.

Where's the Party At? E-Works, the home of Flexible Learning Toolboxes.
The “Where’s the Party At?” Toolbox is a finalist in the AIMIA awards for Best Learning product. The Australian Interactive Media Industry Association awards, due to be held in Sydney on February 4th 2005, celebrate the best in digital content and interactive media.
The
Best Learning category is to ‘recognise excellence in interactive media
related to serving the needs of learners to acquire knowledge and skills’.
Entries will be assessed on content, design, useability, technical expertise,
and overall fitness for purpose. The winner of this category will become Australia’s
nomination for the World Summit Awards 2005.

The "Where's the Party At?" Toolbox is aimed at youth (15-19), and provides online materials that explore Personal Development issues. The engaging content will allow learners to develop reading, writing and numeracy skills as well as online and general computing skills.
